भोपाल। जंगल महकमे के एक डीएफओ के खिलाफ जांच इसलिए शुरू हो गई, क्योंकि उसके फर्म को डीएफओ ने ब्लैकलिस्ट कर दिया है। इस प्रकरण से विजिलेंस शाखा की कर शैली पर सवाल उठने लगे है कि शिकायत की तब्शीश किए बिना ही जांच का फरमान जारी कर दिया।
प्रभारी डीएफओ अनूपपुर श्रद्धा पेंद्रे ने मे० रॉयल टेक इन्डस्ट्रियल कॉर्पोरेशन चचाई एम.पी.ई.व्ही. चचाई जिला अनुपपूर को वर्ष 2023-24 द्वारा समयावधि में सामग्री प्रदाय नही करने एवं निर्देशों का पालन नही करने के कारण मे० रॉयल टेक इन्डस्ट्रियल कॉर्पोरेशन चचाई अनूपपुर फर्म को 5 वर्ष (वर्ष 2024-25 से 28-29) की अवधि के लिए ब्लैक लिस्ट कर दिया और उनके द्वारा जमा की गई प्रतिभूति राशि ढाई लाख रुपए भी राजसात कर लिए है। डीएफओ की कार्यवाही से बौखलाए मे० रॉयल टेक इन्डस्ट्रियल कॉर्पोरेशन चचाई फर्म के संचालक ने डीएफओ श्रद्धा पेंद्रे के खिलाफ विभागीय विजिलेंस से लेकर सीसीएफ से शिकायत की। शिकायत में टेंडर की औचित्यहीन शर्तों का उल्लेख किया है। शिकायतकर्ता की पृष्ठभूमि का परीक्षण किए बिना ही वरिष्ठ आईएफएस अधिकारियों ने डीएफओ के खिलाफ जांच प्रारंभ करवा दी है। वर्किंग प्लान ऑफिसर शैलेंद्र गुप्ता को जांच दी गई है।
फर्म को इन सामग्री का मिला था ठेका
वनमण्डल दक्षिण शहडोल अंतर्गत विभिन्न परिक्षेत्रों में वित्तीय वर्ष 2023-24 में वानिकी कार्यों एवं निर्माण कार्यों में उपयोग हेतु सामग्री क्रय करने हेतु गोबरखाद, रेत सोन नदी का साफ और सीमेन्ट आदि सामग्री प्रदाय करने हेतु मे० रॉयल टेक इन्डस्ट्रियल कॉर्पोरेशन चचाई को वर्क ऑडर दिया गया था। फर्म ने सामग्री समय पर प्रदाय नहीं किया। सामग्री प्रदाय न करने बाबत् स्पष्टीकरण देने हेतु निर्देशित किया गया। साथ ही उप वनमण्डलाधिकारी सोहागपुर के पत्र क्रमांक/4348, वन परिक्षेत्राधिकारी मोहपास के पत्र पत्र क्रमांक/2391, पत्र क्रमाक/2393, पत्र क्रमांक / 2345, पत्र क्रमाक/2397, के अलावा वन परिक्षेत्राधिकारी खन्नीधी, जैतपुर, बुढ़ार और परिक्षाधिकारी शहडोल सामग्री प्रदाय करने हेतु बार-बार निर्देशित किया गया किन्तु मे० रॉयल टेक इन्डस्ट्रियल कॉर्पोरेशन चचाई एम.पी.ई.व्ही. चचाई जिला अनुषपूर (म०प्र०) द्वारा सामग्री ही आज दिनांक तक प्रदाय नहीं किया। इसके कारण वानिकी कार्य एवं निर्माण कार्य आज दिनांक तक पूर्ण नही हो पाया है। वर्तमान में क्षेत्र तैयारी अन्तर्गत भू-जल संरक्षण कार्य, गड्या खुदाई, विकृत पौधा कटाई आदि कार्य प्रगति पर है जिससे क्षेत्र तैयारी आदि कार्य में काफी विलंब हो रहा है। सामग्री तत्काल प्रदाय करने हेतु फर्म को लेख किया गया किन्तु कार्यालय से जारी पत्रों के किसी भी पत्र का प्रति उत्तर/बचाव उत्त्तर प्रस्तुत नहीं किया गया।
